Matthew Quinn
Chief Executive Officer
Matthew “Quinn” Quinn serves as CEO of Data Machines, where he drives the company’s strategic vision and leads a dynamic, collaborative culture centered on innovation and growth. With over 20 years of experience spanning industry, academia, and government, Quinn is a results-driven leader recognized for his ability to align teams, strategy, and execution to achieve exceptional outcomes.
Known for his entrepreneurial approach and forward-thinking leadership, Quinn has a proven record of securing funding for high-impact R&D initiatives and transitioning groundbreaking technologies to warfighters and decision-makers. He thrives in navigating complex, sensitive programs, fostering a balance of technical depth and strategic foresight that empowers his teams to deliver creative, scalable solutions to critical challenges.
Under Quinn’s leadership, Data Machines has solidified a reputation as a trusted partner, particularly in federal markets, excelling at delivering secure, scalable cloud environments and cutting-edge capabilities in DevSecOps, AI/ML, and advanced Modeling and Simulation. His hands-on, team-oriented leadership style ensures a clear alignment between the company’s mission and the value it delivers to clients and communities alike.
Quinn holds a Master of Engineering Management from Penn State University and a B.S. in Computer Science with a Mathematics minor from Bloomsburg University. Quinn’s leadership philosophy is rooted in empowering teams, fostering collaboration, and championing innovation, driving Data Machines to continually redefine what’s possible in today’s rapidly evolving technology landscape.

Eric Whyne is the founder, President, and Chief Innovation Officer of Data Machines.
Catherine Schymanski
Chief Operations Officer
As Chief Operations Officer, Catherine Schymanski leads the company’s operational and internal processes. Since joining Data Machines in 2017, and stepping into the COO role in 2021, she has played a key role in shaping the company’s culture, streamlining its operations, and supporting successful delivery across federal and commercial engagements.
Catherine brings a background in strategic communication and public affairs, with prior experience supporting a wide range of DoD programs. She holds both a master’s and bachelor’s degree in communication from George Mason University and is an active member of her local Toastmasters group, where she continues to hone her leadership and public speaking skills.
Outside of work, Catherine enjoys spending time with her husband and two daughters, volunteers on her neighborhood’s HOA board, and is an avid reader who rarely turns down a good mystery novel.
David Sammons
Chief Financial Officer
David Sammons serves as Chief Financial Officer at Data Machines, bringing more than two decades of experience in government contracting accounting, financial operations, compliance, and strategic business growth.
David has held senior financial leadership roles across the defense, aerospace, science, engineering, and technology sectors. As Chief Financial Officer and founding member of an aerospace and defense company, he led financial operations for more than a decade, building scalable financial infrastructure, supporting complex government programs, maintaining DCAA compliance, and helping position the company for a successful exit valued in the hundreds of millions of dollars.
Earlier in his career, David served as Controller for a science, engineering, and technology company, where he helped scale the business from $3 million to $60 million in revenue before its acquisition by a major defense contractor. In that role, he managed financial operations across more than 50 simultaneous government programs and built the systems, controls, and reporting practices needed to support rapid growth, audit readiness, and regulatory compliance.
David brings deep expertise in financial strategy, indirect rate management, forecasting, FAR and DCAA compliance, due diligence, and M&A readiness. He also serves on multiple boards of directors, bringing both operational CFO experience and strategic governance perspective to growing government contracting businesses.
David holds a Bachelor’s degree from Baylor University and brings a disciplined, growth-oriented financial perspective to Data Machines’ long-term strategy and operations.
Kathleen Lossau
Board Advisor
Kathleen Lossau has over 35 years’ experience dedicated to developing DoD systems specializing the area of intelligence systems. She is recognized as an industry expert in the area of multi-INT, all-source, and data fusion, she has a proven track record in delivering complex systems at both tactical and national levels. Her deep understanding of operational, programmatic, and acquisition needs is complemented by an advanced degree in Computer Science with a specialization in Artificial Intelligence . She has held positions as programmer, systems engineer, business development director, VP and CIO. This unique blend of technical expertise and strategic acumen has been instrumental in her leadership of multiple companies across various disciplines.
Lossau’s career encompasses a comprehensive range of experience, including research, development, and operational maintenance of DoD systems. She has successfully bridged the gap between research and practical application, driving innovation and delivering impactful solutions. Her strategic vision has been pivotal in multiple company mergers and acquisitions, demonstrating her ability to lead and grow organizations.
Will Metts
Board Advisor
Mr. Metts established his company following a 30-year career in the United States Navy, retiring with the rank of Rear Admiral; 4 years as Director of Strategy for Northrop Grumman Corporation’s Mission Systems Sector and 4 years as a National Security/DoD Leader within Amazon Web Services. In this capacity, he provides extensive strategic and operational Department of Defense, Cyberspace Operations, Cyber Security and Intelligence Surveillance and Reconnaissance expertise to Government and Public Sector Organizations. He held key flag officer and operational assignments, most recently as Director for Intelligence, United States Indo-Pacific Command. Previously, he served as Deputy Director of Tailored Access Operations, National Security Agency and Director for Intelligence, United States Cyber Command. Earlier in his naval career he served as a Surface Warfare officer onboard naval combatants and as an Information warfare officer assigned to Commander, Carrier Strike Group Two onboard USS Harry S. Truman (CVN 75).
Mr. Metts earned a bachelor’s degree in electronics engineering technology from Savannah State University and master’s degrees in command, control, communications, computers and intelligence and national security studies and strategic planning from the Naval Post Graduate School and the Naval War College, respectively. He also completed the Harvard University Senior Executive Fellows Program at the John F. Kennedy School of Government and is currently a Center for Strategic and International Studies (CSIS) Non-resident Senior Associate.
Will is an advisory board member for George Mason University’s C5I Center, Technical Advisory Board Member, Maryland’s Technology Advancement Center (TAC) and Board Member for Cornerstones – Stability, Empowerment and Hope.
Robert "Tim" Mohr
Board Advisor
Tim is an executive leader with over 30 years’ experience as a Department of Defense NSA civilian and 6+ years in the USG contracting space. As a technical managerial leader Tim’s progressive experience starting as an electronic engineer leading to an executive level manager and technical director throughout his career. As a “contractor” Tim leveraged his programmatic and acquisition experience in a different way to support the USG Intelligence Community. He has worked for both small and large companies wearing multiple hats as a Program Manager, Business Development, Capture, Solutions Architect and proposal manager on several winning multi-million-dollar contracts. Tim loves to mentor all levels of folks with a particular interest in executive level coaching especially at the small company C-Suite level.
Outside of work Tim was a volunteer as a two team Board Director for GEBA. GEBA was established over 75 year ago as a VEBA, which now serves over 17,000 NSA and Federal civilians to provide low-cost benefits and wealth management solutions. As a two-time GEBA board chair Tim was instrumental in leading key initiatives with the GEBA CEO to improve board governance, create new policy, and set up a repeatable process to track mission goals and progress to ensure GEBA’s future success.
Tim holds a BS in Electronics Engineering Technology from Western Kentucky University and MS Engineering Management from George Washington University. Tim is married to his wonderful wife, Liz for 37+ years and has one daughter, Samantha, a second-generation NSA civilian. He enjoys gardening, welding, remodeling and spending time with his granddaughter.
Burt Thompson
Board Advisor
Burt Thompson serves as Strategic Advisor to the leadership team at Data Machines. He is currently the President of the Army Historical Foundation. He served in the U.S. Army, attaining the rank of Brigadier General before entering industry and holding senior leadership roles in several companies. His Army service included: Deputy Director, Strategic Plans and Policy U.S. PACOM, Deputy Commanding General, 25th Infantry Div, Deputy Director for Operations National Military Command Center, EO for Under Secretary of the Army, and Commander 1st Stryker Brigade Combat Team, 25th Infantry Div. Burt has an M.S. in Personnel Management and Administration from Central Michigan University, an M.S. in Strategic Studies from the U.S. Army War College, an M.A. in Advanced Military Studies from the U.S. Army Command and Staff College, and a B.A. in Government from Norwich University.
Kent Laukhuf
Vice President, Simulation and Artificial Intelligence
Kent Laukhuf serves as Vice President of Simulation and Artificial Intelligence at Data Machines, where he leads a portfolio focused on advanced artificial intelligence and modeling and simulation applications. With more than 20 years of experience across military service, industry, and applied research, Kent brings deep expertise in simulation engineering, data science, and operations research for the Department of War and the Intelligence Community.
Kent has led cross-functional teams supporting complex, sensitive programs and DARPA-funded research and development efforts. His work includes serving as Principal Investigator and project manager for the independent validation and verification of machine learning techniques applied to simulation environments, helping ensure emerging capabilities are technically sound, operationally relevant, and ready for transition.
Drawing on a blend of technical and military experience, Kent fosters collaborative teams focused on innovation, rigor, and mission impact. Under his direction, teams have advanced military wargaming and simulation studies through the integration of reinforcement learning, statistical methods, high-performance computing environments, and modern software engineering practices.
Kent is a Certified Analytics Professional and holds a Master of Science in Operations Research with a military concentration from George Mason University, a Master of Arts in Military Studies and a Bachelor of Arts in Military History from American Military University, and a Bachelor of Music in Music Performance from The Boston Conservatory.
Rich Tempalski
Vice President, Strategy and Growth
Rich Tempalski serves as Vice President of Strategy and Growth at Data Machines, where he leads corporate strategy, growth planning, partnerships, and high-impact initiatives that strengthen the company’s position across the federal market.
Rich brings more than 27 years of experience in research and development, modeling and simulation, and national security technology. Before joining Data Machines, he served as the first Chief Modeling & Simulation Officer for the Department of the Air Force, supporting both the Air Force and Space Force. In that role, he helped guide an enterprise-wide modeling and simulation portfolio valued at approximately $4 billion and served as a designated Highly Qualified Expert.
His career includes senior technical and leadership roles across the defense and intelligence communities. At DARPA, Rich served as a Modeling and Simulation Program Manager within the Adaptive Capabilities Office, developing architectures to evaluate novel joint warfighting concepts. He also led the Modeling & Simulation Division at the Office of Naval Intelligence, where he oversaw production and experimentation for verified and validated models, served as principal for the Maritime GEOINT Intelligence Cell, and helped design ONI’s Advanced Visualization Environment. He also spent time as the Naval Intelligence liaison to Fleet Cyber Command and worked as a senior engineer focused on enhancing threat-based system simulations.
Rich began his career in uniform, serving first as an enlisted member of the U.S. Army Reserve and later as an active-duty officer in the Air Force. He holds a Master of Science in Engineering Management and Technology Management and a Bachelor of Science in Electronics Engineering.
William “Bill” Carpenter
Mission Area Lead, Scaled Analytics
William “Bill” Carpenter serves as Mission Area Lead of Scaled Analytics at Data Machines, where he leads mission-focused customer engagement and technical delivery across complex federal programs.
Since joining Data Machines in 2022 and stepping into the Mission Area Lead role in 2025, Bill has applied his background in full-stack engineering to help teams translate customer needs into practical, effective technical solutions. His experience spans software development, systems integration, and customer-focused problem solving, giving him a strong foundation for connecting technical execution with mission outcomes.
Bill holds a Bachelor of Science in Computer Science and Mathematics from The Pennsylvania State University and enjoys cheering on Penn State athletics whenever he can. Outside of work, he enjoys spending time with friends and family and pursuing his many nerdy hobbies.
Hector Fontanez
Mission Area Lead, Cloud Solutions
Hector Fontanez is the Mission Area Lead of Cloud Solutions at Data Machines, where he leads cloud adoption, digital transformation, and enterprise modernization efforts that help organizations achieve mission objectives and improve operational efficiency. He brings more than 20 years of IT experience and nearly a decade of technology leadership, with a focus on delivering secure, scalable, and mission-aligned solutions.
Hector has led complex technology programs, managed technical teams, and integrated emerging technologies in highly secure environments. He recently served as the subject matter expert for the deployment of an AI-enabled enterprise automation platform that helps organizations streamline operations, enhance user experiences, and accelerate innovation.
A results-oriented leader committed to continuous learning, Hector holds multiple industry-recognized IT certifications and is completing a bachelor’s degree in information technology. Outside of work, he enjoys studying theology, traveling, and spending time outdoors with his wife of 23 years, Janet, and their four children. Together, they enjoy hiking, paddleboarding, and exploring new destinations.
